Drawing on research conducted within the context of a ‘Laptops Initiative’ for students
with literacy difficulties in Irish post-primary schools, this chapter describes a mobile
ICT deployment model (fixed, floating and fostered) that emerged from the project. In
doing so it prvides a useful visualisation of what an effective ICT organisational
arrangement ‘looks like’ in schools that successfully implemented the mainstream
application of mobile ICT. It also outlines particular cultural and contextual conditions
which enabled those schools to ‘move beyond a state of stuck’ vis-à-vis their practice and
conceptualisation of the role of ICT, and to change their routines and methods in order
for students with literacy difficulties to achieve the benefits of technology-enhanced
inclusive learning.
