Review of the Criminal Justice (Incitement to Violence or Hatred and Hate Offences) Bill 2022

This submission on the Criminal Justice (Incitement to Violence or Hatred and Hate Offences) Bill 2022 has been prepared by Professor Amanda Haynes and Prof Jennifer Schweppe, directors of the European Centre for the Study of Hate which is based at the University of Limerick. It is informed by our research, conducted over the last ten years, on the relationship between minority communities and criminal justice institutions, with a particular emphasis on hate crime.
