Abstract
The Limerick Framework for Action is an international framework designed to advance the global health promoting campuses agenda. The Framework was an outcome of the 2025 International Health Promoting Campuses Conference hosted at the University of Limerick, Ireland.
Developed through a participatory process, the Framework reflects contributions from individuals worldwide via surveys, interviews, and focus groups. Additionally, multiple opportunities to contribute to the drafting process were provided both in-person and virtually before, during, and after the 2025 International Health Promoting Campuses conference.
The Framework provides a comprehensive roadmap for the collective implementation of health promotion efforts across the higher education system. It supports health promoting campuses and their communities to implement practical strategies, recognise and document progress, and foster active participation and partnerships. By doing so, it equips higher education institutions to address emerging and future challenges in a rapidly changing world.
Serving as a guiding tool, the Limerick Framework for Action empowers all actors irrespective of context, resources, or stage of healthy campus development, to take meaningful steps toward building and sustaining health promoting campuses
